Shadow IT used to mean someone installed Dropbox because the approved file share was too slow. Your IT team would find it, remove it, update the acceptable use policy, and move on. The blast radius was manageable.
That era is over. Shadow IT in 2026 doesn't look like a rogue app install. It looks like Microsoft Copilot appearing inside Word, Outlook, and Teams — on every machine with a qualifying license — before anyone in IT made a decision about it. It looks like an associate using a personal ChatGPT account because the firm hasn't provided an approved alternative. It looks like a partner asking Bing Copilot to summarize a client memo without realizing Bing Copilot is a different product from Microsoft 365 Copilot with completely different data handling terms.
The Copilot problem specifically
Microsoft 365 Copilot is a genuine productivity tool. It's also the most significant data governance challenge most regulated firms have faced in the last decade — and most firms haven't noticed yet.
The core issue: Copilot can see everything your users can see. If a partner has access to every matter file in SharePoint because permissions were never properly scoped, Copilot has access to every matter file in SharePoint. It will cheerfully surface confidential information across clients, across matters, across practice groups — because it's doing exactly what it was designed to do, which is help the user find relevant information.
The technical term for this is overpermissioning, and it exists at nearly every firm that has migrated to Microsoft 365 without a deliberate permissions cleanup. Copilot doesn't create the problem — it illuminates it at scale.
The inventory problem
Before you can govern AI tools, you need to know which ones are running. This is harder than it sounds. Personal devices accessing corporate email through Outlook Mobile may have AI features enabled that your MDM policy doesn't cover. Browser-based AI tools leave no footprint in your endpoint logs. Associates who find a useful tool will use it — and they won't file a change request first.
A proper shadow IT audit in 2026 looks at: browser extensions with AI capabilities, personal AI subscriptions used for work tasks, unsanctioned cloud storage that feeds AI workflows, and Microsoft 365 features that auto-enabled when licensing changed. Most firms are surprised by what they find.
What a locked-down Azure environment actually means
Locking down Azure isn't about blocking productivity. It's about making deliberate decisions before the default behavior makes them for you.
In practice this means: Conditional Access policies that control which devices and locations can access which services. App registration governance so third-party AI integrations require explicit approval. Microsoft Purview information protection with sensitivity labels that tell Copilot what it can and cannot surface. Audit logging configured to capture AI interactions for compliance purposes. And an AI acceptable use policy that staff understand — not a document that lives in a SharePoint folder nobody visits.
